According to Kotaku’s news editor himself, the developers at Sony are preparing for PSN name change feature. Which according to Jason Schreier, is coming soon.
PSN Name Change Feature and the Rumors about it…
This is one of the very features that the PSN community has been literally begging Sony to bring it to the users. A rumor started to spread about a new gaming console in development and before that Sony will bring a huge firmware update to PSN which will include the PSN name change feature as well,
Heard a few rumors Sony might be working on a big infrastructure/platform update for PSN in time for PS5. They're not resting on their laurels when it comes to cloud it seems.

This is confirmed by a Reddit user who asked the Sony customer support for a username and the person who was a Sony customer support guy confirmed that the company is working on name changing feature.
There are all rumors and stuff but letting them aside, for now, developers of multiplayer games anonymously had told Kotaku that they are fixing bugs and tweaking settings and ensuring that their games are compatible with Sony’s plans. According to the website, there were three people at different studios reported this. There is a fourth guy as well who shared a picture of a PSN profile containing the option “edit username.” The documentation was a guide for changing one’s name on the PlayStation Network, obtained from internal Sony documentation. Basically a leak.

They said that looking at the PSN id implementation (linking your account with your username intead of a unique identifier) is kind of time-consuming and difficult procedures. Since it was released in 2006, making all of the users who had an account at PSN were left along with their tags for like leaving a lot of players with their embarrassing or NSFW names forever. Which is a true nightmare if you ask me. Xbox however, on the other hand, have this feature. You can change your username once but have to pay for it after that. Making many people switch to the Xbox.
In 2017, at Sony PSX conference Shawn Layden hinted that PSN name change is in development with this response,
